The police, military and Local Defence Unit (LDU) have deployed heavily in all parts of Kampala after they received intelligence that Robert Kyagulanyi aka Bobi Wine and his National Unity Platform (NUP) supporters plan to stage riots around Kampala Metropolitan Area.
According to a memo issued by the Police Head of Operations AIGP Edward Ochom to the Inspector General of Police (IGP) Martins Okoth Ochola, Deputy IGP Maj. Gen. Peter Lokech and all officers under their command, the police have been directed to be on Class Standby Alert in a bid to thwart any uprising.
The memo, issued by AIGP Edward Ochom reads in part thus;
RE: “RP OPS/175/102 : PLANNED SUSTAINED RIOTS BY SOME MEMBERS OF OPPOSITION
INTELLIGENCE REPORTS INDICATE THAT SOME MEMBERS OF OPPOSITION ESPECIALLY NUP ARE PLANNING MASSIVELY TO RIOT TODAY (TUESDAY) 9TH MARCH 2021.
ALL RPCs, DPCs AND UNIT COMMANDERS WITH IMMEIDATE EFFECT ARE THEREFORE INSTRUCTED TO MOBILIZE AND PUT ALL PERSONNEL UNDER THEIR COMMAND ON STANDBY CLASS ONE AND DEPLOYMENT BE MADE AROUND BLACK SPOTS.
ENHANCE VISIBILITY BY ENFORCING FOOT AND MOTORISED PATROLS WITH CLEAR COMMAND AND THE TELEPHONE NUMBER OF THE TEAM LEADER. ROAD BARRIERS AND SNAP CHECK POINTS SHOULD BE IN PLACE AND OFFICERS NEED TO CHECK MOVEMENTS OF ESPECIALLY THE YOUTH.
THE CURFEW TIME SHOULD BE STRICTLY ADHERED TO AND ENSURE THAT THE COVID-19 REGULATIONS ARE FOLLOWED TO THE LETTER.
TREAT THIS MESSAGE AS MOST URGENT AND ACKNOWLEDGE RECEIPT”
The development however comes at a time when Bobi Wine, who last week withdrew a petition he had filed at the Supreme Court challenging President Yoweri Museveni’s reelection, is set to hold a meeting at the NUP headquarters in Kamwokya, during which he will address hundreds of his supporters.
It is not yet clear whether the police will allow the said meeting to take place, because informers have since intimated to intelligence operatives that it is after the meeting that the NUP supporters plan to stage the riots.
