 Bobi Wine Raps EC For Dilly-dallying Over Release Of Museveni’s Academic Credentials

Musician turned politician Robert Kyagulanyi aka Bobi Wine has chided the Electoral Commission  for having been quick to release his academic credentials to cantankerous lawyer Male Mabirizi, but the same Commission is playing monkey tricks after being asked  to release President Yoweri Museveni’s credentials.

City lawyer Nkunyingi Muwadda, of Muwadda & Co. Advocates a few weeks ago demanded that the Electoral Commission should publicise Museveni’s academic documents just as it did for Bobi Wine, who was dragged to court by Mabirizi for allegedly having varying dates of birth on some of his academic documents.

However, later after  Bobi Wine coming out to defend his academic credentials, the Parliament of Uganda apologized for having caused the impasse, saying that the Parliamentary Clerk fed wrong figures into their data base when they were compiling Hon. Kyagulanyi’s profile.

It was there after that  Muwadda demanded that the E.C should produce Museveni’s papers too, such that they can be scrutinized.

But instead of releasing the documents which Museveni has been using to be nominated to contest for presidency in the past three decades, the E.C has  decided to play hide and seek, by claiming that Museveni’s academic documents did not require verification prior to his nomination as presidential candidate for  2016 and do not require verification for his nomination for the  2021 general election.

A letter written by the E.C to lawyer Muwadda by the Acting Secretary General Leonard Mulekwah concerning the matter of Museveni’s academic documents, dated September 3, 2020 reads in part thus;


Reference is made to you- letter Ref; MWD/COM/KGT/002/20 MINCIPCOMMGT/002720 addressed to the Commission in which you expressed doubt as to whether the academic documents presented by (then) candidate Yoweri Kaguta Museveni for purposes of nomination for the office of the President in the last General Election of 2016 were verified as required by the law.

You further expressed doubt in regard to the Propriety of his nomination generally  as Presidential candidate for the said 2016 General Election.

Kindly note and be informed that the academic documents for candidate Yoweri Kaguta Museveni as presented in 2016 did not require verification since they are governed under section 4(15) of the Presidential Elections Act, 2005 (as amended); It states;

“For avoidance of doubt, if a candidate has an advanced level certificate obtained in Uganda or obtained from the former University of East Africa or any of its constituent colleges,  then there shall be no need for verification of his or her qualifications by the National Council for Higher Education.”

As to whether the nomination of the said candidate was proper and or legal or legitimate, please note that the particular r issue was conclusively canvassed in

PRESIDENTIAL ELECTION PETITION No. 01 of 2018 (Amama Mbabazi vs Museveni, EC & Ors) Supreme Court of Uganda-at Page 7 thereof; The Justices inter alia made the following remarks;

“Based on our findings … we find that the 2nd respondent nominated the 1st respondent as a Presidential candidate in accordance with provisions of the PEA….. Accordingly, we find that there was no failure on the part of the 2nd respondent to comply with … the PEA”


However, in reply to all the above, Bobi Wine tweeted; “The Electoral Commission which took a few days to release my academic documents is now speaking in tongues when it comes to Gen. Museveni’s documents. The emperor is naked! The double standards clearly evident! Let me remind Mr. Byabakama & Company that THE PEOPLE ARE WATCHING”
