President Yoweri Kaguta Museveni, who is the Commander In Chief (CIC) of the armed forces, on Wednesday appointed Brig. Gen. Robert Freeman Mugabe as the new head of the General Court Marshal, following the exit of Lt. Gen. Andrew Gutti, whose tenure expired on June 9th, 2022 and is among the senior UPDF officers slated to be retired this year.
Brig. Gen. Mugabe’s appointment was confirmed by a radio message disseminated to all units of the Uganda Peoples Defence Forces (UPDF) on Wednesday evening.
Mugabe, who was promoted in April 2021 from the rank of Colonel to Brigadier, is the Adjutant General at UPDF forces headquarters in Bombo, where he has been serving since 2020.
Some time back he served as the Air Defense Division Administrative Officer and Division Operations and Training Officer in the same Unit prior to his appointment as Adjutant General.
His coming in as the new General Court Martial Chairperson is expected to reduce the huge case backlog at the court.
Meanwhile, we have established that besides Mugabe, there are other senior army officers who were appointed to occupy various positions at the Court Martial who include; Col. Joseph Ecelare Okalebo, Lt. Col. Sam Ntungura, Maj Angella Catherine Laker, Capt. Lucy Nicole Etoroi, Capt. Abdu Basajjabala, and Warrant Officer One, Oyar Boris Mark.
