The Parliament of Uganda has revealed that it has no records of academic documents for Prime Minister Robbinah Nabbanja and 15 other ministers.
This was revealed by the Clerk to Parliament Waiswa Henry Yoweri, in a letter he wrote to city lawyer Male Mabirizi on Agust 5th, 2021.
Mabirizi had earlier on written a letter dated July 23rd, 2021, requesting the Parliament to grant him access to academic documents of several cabinet and state ministers.
However, according to Waiswa, Parliament has no record of academic documents for 16 ministers, despite the fact that many of them have been Members of Parliament before while others have served in public offices.

Waiswa’s letter to Mabirizi reads in part thus:
RE: ACCESS TO ACADEMIC DOCUMENTS SUBMITTED FOR APPROVAL OF PRIME MINISTER AND SELECTED CABINET MINISTERS OF STATE
Reference is made to yours dated 23rd July 2021 wherein you requested for copies of academic documents as submitted for approval by;

Janet Kataha Museveni
Abubaker Jeje Odongo
Tom R. Butime
Minsa Kabanda
Joyce Julet Nabbosa Ssebugwawo
Charles Ongola

I have taken steps to find the requested documents and unfortunately, in our record within the meaning of Section 4and also Section 14(1)(c)(ii) of the Act, I am thus unable to provide the requested academic documents.
In the event that you’re not satisfied you may appeal to the Rt. Hon. Speaker of Parliament or file an application in court.”
However, lawyer Mabirizi is yet to reply to Waiswa’s letter and only time can tell whether he will appeal to the Speaker of Parliament Rt. Hon. Jacob Oulanyah or he will go to court for redress.
